Add Vulgarity Filters

Users will try to abuse this system as much as they can. Add a Vulgarity filter which will block requests with cuss words(configurable) or other harmful content

<p>I was thinking of using AI earlier but that would increase the cost. I am thinking that all requests by default will go to review state and the admin will review it manually and then either delete it or mark it as valid.</p>
